Jim Zylstra is the Executive Vice President of the Wisconsin Technical College System. In this role, he has oversight responsibility for the office's internal operations, including IT, accounting, budgeting, procurement, payroll, human resources, and facilities. Jim's team provides guidance to the technical colleges in developing financial policies and standards, oversees the distribution of state funding, determines student fees and tuition rates, and approves district facility development proposals.
Jim also has overall responsibility for legislative relations, biennial budget development, strategic planning, and working with the Executive and Policy and Government Relations teams to develop or revise System policy.
Prior to joining WTCS, Jim spent nine years with the Wisconsin Legislative Audit Bureau, conducting and supervising both financial audits and program evaluations. He also spent several years in private law practice. He earned a BBA in Accounting from UW-Milwaukee and a Juris Doctorate from UW-Madison. He is a Certified Public Accountant and a member of the State Bar of Wisconsin.
